World Bank IDA grants (as approved)

Institutional financing to Syria after IDA arrears clearance — not Canadian clearance and not a mega-deal ranking.

Cost frame ≠ financing. The World Bank’s reconstruction best estimate of US$216 billion (range $140–345B) is a need estimate, not an IDA commitment total — WB, 21 October 2025. In May 2025, Saudi Arabia and Qatar cleared Syria’s arrears to IDA, reinstating eligibility after about 14 years — WB Syria country page.
